Sir:-
I am directed by Secretary Sir E. Grey to ac-
knowledge the receipt of your letter No.23779/08 of
the 8th ultimo, relative to the Companies (Local
Registers) Ordinance 1907.

In reply I am to state, for the information of
the Secretary of State for the Colonies, that Sir
Havilland de Sausmarez, Judge of His Majesty's Su-
preme Consular Court at Shanghai, has now furnished
Sir E. Grey with his observations on the above men-
tioned ordinance.

Sir H. de Sausmarez states that he discussed
the probable results of the strict enforcement, for
revenue purposes of the Hong Kong Companies Ordinance
1865, with some of the leading legal practitioners in
Shanghai, and that he, in consequence, suggested Sec-
